Built a working KM-Waechter modernization end to end: fixed the service-wear logic with true division, handled missing readings safely in both the core decision and nightly report, corrected the helper mileage conversion bug, and added the missing report test. Also produced a data-driven breakdown-risk analysis that ranks cars by risk using the factors the fleet history actually supports, and documented the verification process in clear NOTES.md.
